Spencer County Public Safety Foundation was founded in 2020 by a group of community members who recognized the need for a local organization dedicated to helping the first responders in Spencer County. Since then, we have grown into a thriving nonprofit, serving not only police, fire, and EMS, but also giving back to our community through various food drives and fundraisers.

The Spencer County Public Safety Foundation (SCPSF) is dedicated to supporting the first responders of Spencer County, Kentucky. As a nonprofit, our goal is to help with funding essential gear, training, and support for our local police, fire, and EMS teams and their families.

At SCPSF, we're all about backing up our police, firefighters, and EMS workers, ensuring they and their families have support, both on the job and at home. Scott Herndon
Scott began his public service career with the Planning and Zoning Board, serving for four years. He went on to serve another four years on the Tourism Board, including two years as President. Following that, he was elected Master of the Elk Creek District, a position he held for two years before transitioning to a career in

Scott began his public service career with the Planning and Zoning Board, serving for four years. He went on to serve another four years on the Tourism Board, including two years as President. Following that, he was elected Master of the Elk Creek District, a position he held for two years before transitioning to a career in law enforcement.
Scott joined the Kentucky Department of Fish and Wildlife's Law Enforcement Division, where he served for 17 years and rose to the rank of Sergeant. After leaving the department, he spent several months with the Taylorsville Police Department before running for Spencer County Sheriff.
He was elected and took office in January 2019. Scott completed his first term, was re-elected to a second, and served until his retirement in August 2024.

Ronald Miller
A Spencer County native and Certified Public Accountant, Ron served as the Director of Tax and Payroll for LG&E and KU Energy for much of his career. Ron also is a retired CFO for Kosair Charities, where he served on the Kosair Charities’ Board and continues to serve in various accounting, financial and investment capacitie

A Spencer County native and Certified Public Accountant, Ron served as the Director of Tax and Payroll for LG&E and KU Energy for much of his career. Ron also is a retired CFO for Kosair Charities, where he served on the Kosair Charities’ Board and continues to serve in various accounting, financial and investment capacities for Kosair Shrine, the Louisville Scottish Rite, and other related Masonic organizations. Ron obtained his Bachelor’s degree in Accounting from Eastern Kentucky University and, following graduation, began his auditing and tax career at Ernst and Young CPAs. Ron later joined PNC bank serving as Vice President of Accounting and Tax.
Throughout his career, Ron was involved in a number of non-profit organizations, including public charities and private foundations. Ron is also an ordained deacon and has been active in his church, using his experiences to provide leadership and support in various financial and service areas.

Brittany Veto
Brittany Veto is the City Clerk for Middletown, Kentucky. She brings experience from her previous role as Deputy Judge-Executive in Spencer County and has a strong background in local government.
She volunteers as a Court Appointed Special Advocate, supporting children in the court system, and serves as Treasurer of the Spenc

Brittany and her husband, an LMPD officer, have been married for thirteen years and have two daughters.

Andy Hall proudly serves on the Board of the Spencer County Public Safety Foundation, where he is committed to strengthening emergency services and supporting first responders throughout the community. He and his wife have made Spencer County their home and are active in local service and community initiatives.

Brian Sumner, Chief
Brian Sumner has been with the Taylorsville Police Department since 2018 and currently serves as the Police Chief. He is originally from Knott County Kentucky just east of Hazard. He began his law enforcement career in 1999 with the Kentucky State Police. He served the Commonwealth at Post 11 London and Post 13 Hazard

Brian Sumner has been with the Taylorsville Police Department since 2018 and currently serves as the Police Chief. He is originally from Knott County Kentucky just east of Hazard. He promoted to Sergeant in 2006 and served at Post 16 Henderson, the Criminal ID and Records Branch and Post 12 Frankfort. In 2012 he promoted to Lieutenant where he served at the Criminal ID and Records Branch. In 2015 he transferred to the Cannabis Suppression Branch where he served as Commander until he retired from KSP in 2017.

Chris Limpp retired as Chief of Emergency Services in Spencer County in October 2024 after serving more than 20 years with Spencer County EMS. He also continues to serve as a Captain with the Taylorsville-Spencer County Fire Protection District. Outside of his work in emergency services, Chris is married to his wife, Jessica,

He also continues to serve as a Captain with the Taylorsville-Spencer County Fire Protection District. He serves on the board of the Spencer County–Taylorsville Chamber of Commerce and is a past Master of Taylorsville Masonic Lodge #210.

Julie Schmidt, K9 Officer
Julie is a graduate of Murray State University, where she earned a Bachelor of Science in Criminal Justice with a minor in Agriculture in 1985. She began her career as a Court Designated Worker based in Frankfort and went on to work at a Juvenile Youth Detention Center before transitioning to the role of Juvenile
Julie Schmidt, K9 Officer
Julie is a graduate of Murray State University, where she earned a Bachelor of Science in Criminal Justice with a minor in Agriculture in 1985. In 1992, Julie joined the West Buechel Police Department and laterally transferred to the Jefferson County Police Department in 1994. In 1996, she made history by becoming the first female K9 Officer in Jefferson County. She continued in that role after the department merged into the Louisville Metro Police Department. After leaving the K9 unit in 2004, Julie served as a School Resource Officer and later became a D.A.R.E. Officer, teaching drug resistance education for four years. She spent her final five years at LMPD working late watch in the 7th Division, where she trained new recruits and served with the Horse Mounted Patrol Auxiliary Unit, proudly presenting the colors at the Kentucky Derby.
Julie retired from LMPD in 2015 and joined the Mounted Patrol Unit at the Kentucky Horse Park. After four years, she was offered an exciting opportunity with the Spencer County Sheriff’s Office, where she now serves as a K9 Officer. She is the proud handler of K9 Spencer, who is trained in narcotics detection, article searches, and tracking.
Julie’s passions include working with horses and dogs and spending time with her mother, whom she loves taking on adventures.

Sheriff Andrew Ware has called Spencer County home for over 20 years. He and his wife have raised their two daughters here, both of whom recently graduated from Spencer County High School. Over the years, their neighbors have become more like family, and their love for the community continues to grow.

Sheriff Andrew Ware has called Spencer County home for over 20 years. He and his wife have raised their two daughters here, both of whom recently graduated from Spencer County High School. Over the years, their neighbors have become more like family, and their love for the community continues to grow.
With 25 years of service as a first responder, Sheriff Ware began his career as a firefighter and EMT with the Mount Eden Fire Department before transitioning into law enforcement. He has served with both the Spencer and Shelby County Sheriff’s Offices, holding the titles of Deputy, Detective, Chief Deputy, and now Sheriff.
Sheriff Ware is committed to serving the diverse needs of Spencer County. His current focus is on expanding deputy coverage across the 24/7 schedule to ensure a safer community for residents and for the deputies who protect it.
